Abstract
With the increasing attention to environmental issues, sustainable waste management (SWM) has become a serious challenge for Beijing. Beijing municipal authorities implemented the pilot project of waste classification in 2008 to promote sustainable waste management, but it did not meet expectations due to various restrictions. Therefore, this study focuses on identifying a comprehensive and detailed list of barriers for the successful implementation of sustainable waste management (SWM) in Beijing. Through an extensive literature review, 12 barriers are identified. Using an integrated approach including the Maximum Mean De-entropy Algorithm (MMDE), Interpretive Structural Modeling (ISM) and Cross-Impact Matrix Multiplication Applied to Classification (MICMAC), a hierarchical model of SWM implementation barriers is constructed. Finally, the dominant barriers hindering the implementation of MSW management in Beijing are prioritized to provide insights for industrial decision-makers and policymakers. The results indicate that the 12 barriers can be divided into five categories, among which the barriers from the government and resident have effectively delayed the process of Beijing SWM implementation. The government and the participants in the waste recycling industry have an effective framework to guide the management and recycling of solid waste and how to effectively reduce participation risks in the waste recycling market.
