19 September 2001 Mission-systems analysis for rapidly insertable military capabilities

Abstract
This paper describes an approach to analyzing military capabilities we call mission-systems analysis (MSA) in the context of mobility issues associated with rapid projection of military capabilities. The paper illustrates key aspects of MSA including system modeling, multi-resolution perspectives, mission/objective determination, and exploratory analysis of uncertainties and risk. We show how system definition can be used to help identify key options for analysis and describe two tools, Analytica and DynaRank, that are particularly useful for exploratory analysis when there are broad uncertainties as well as multiple and competing objectives. We believe this approach is particularly useful for military transformation analysis because of the need to develop innovative alternatives and the need to evaluate those alternatives within the many uncertainties characterized by today's military demands across a very large scenario space, amidst competing objectives, and subject to many constraints on the application of force.
