Abstract
There are several problems in video coding that can not be adequately addressed through the use of conventional source coding techniques. For instance, any video coding system that is based on a predictive framework will suffer from performance degradations if there is uncertainty in the predictions. In this paper, we propose a method that incorporates binning codes and channel decoding to address video coding problems that have multiple possible predictions at the decoder. We will propose solutions based on binning codes to three separate problems in video coding and show that the results are superior to pre-existing methods.
