The fault alarm system is to help the duty officer to check the current operation status of each equipment in the automatic hydro-meteorological observation system and whether the observation data are at normal range in real-time. The system monitors the operation status of automatic hydro-meteorological stations in real-time and customizes fault rules to check the quality of observation data. The system generates fault information via fault diagnosis and provides alarms via sound, animation, and SMS. This paper describes the hydro-meteorological automatic observation composition, data center fault alarm system design, fault diagnosis and alarm process, and demonstration applications.

In the transmission network of automatic hydro-meteorological observation system of ocean stations, the observation data are transmitted to In the transmission network of automatic hydro-meteorological observation system of ocean stations, the observation data are transmitted to the data center in clear text, and the typical communication methods are 3G/4G/5G wireless communication, BeiDou-2 satellite navigation system, and In order to solve the problems of incomplete real-time observation data caused by communication failure and easy leakage of clear text data transmission, a double-encrypted data transmission device with multiple concurrent communication methods was designed. the design of the hardware circuit, software, double encryption algorithm, system implementation and demonstration applications were presented. design result was applied by demonstration, and the application result shows that the parallel transmission of multiple encrypted data can ensure the system design result was applied by demonstration, and the application result shows that the parallel transmission of multiple encrypted data can ensure the complete and secure transmission of real-time data to the data center, and the functional performance index meets the requirements of operational business.

According to the transmission capacity currently provided by the Beidou-3 system, a data transmission system based on the Beidou-3 Navigation Satellite System (BDS-3) was designed to address the problems of the original data transmission of the hydro-meteorological observation system. The data transmission protocol was defined, and the data transmission message was composed of multi-minute observation data superimposed and encrypted by DES. The active self-reporting data transmission scheme and the interactive query data transmission scheme were elaborated. Data security is ensured by both data encryption and BDS-3 satellite communication; the data transmission message consists of multi-minute observation data overlay to ensure the arrival rate of real-time observation data; and the data integrity is ensured by the interactive query method.
